homemade dog repellent

I have some very disrespectful people living in my neighbourhood, who let their dogs poop all over our lawns and DON’T pick up after them! I’m wondering if there is a homemade repellent that I can use on my lawn so that the dogs don’t leave me any "gifts". I don’t want anything to harm the dogs in any way. I am a dog owner and love dogs. I have tried the standard cayenne pepper, black pepper concoction but with no luck. Any help would be appreciated as I have very little lawn as it is and try to keep my property clean and pretty in the spring and summer. OWNERS need to be trained better!!!!

I would like to know if using black pepper as deterrent really works? I would like to keep a couple of dogs from defecating and urinating on my lawn.
